Larry IrvingPresident and Chief Executive Officer Irving Information Group Larry Irving is the president and chief executive officer of the Irving Information Group, a consulting firm providing strategic advice, counseling and assistance to international telecommunications, media and technology companies and to foundations and non-profit organizations. Prior to founding the Irving Information Group, Irving served for almost seven years as assistant secretary of commerce for communications and information and administrator of the National Telecommunications and Information Administration (NTIA), where he was principal advisor to the president, vice president, and secretary of commerce on domestic and international telecommunications and information technology issues. Irving was one of the principal architects and advocates of the Clinton administration's telecommunications and information technology policies, and was a point person in the administration's successful efforts to reform the United States' telecommunications laws. Irving is widely credited with coining the term "the digital divide" and sparking global interest in the problem it represents. He initiated and was the principal author of the landmark Federal survey, Falling Through the Net,, which tracked access to telecommunications and information technologies, including telephones, computers and the Internet, across racial, economic, and geographic lines. Because of his efforts to ensure universal access, Irving was named one of the "50 People Who Matter Most on the Internet" by Newsweek magazine. Prior to joining the Clinton administration, Irving served as the senior counsel to the U.S. House of Representatives Subcommittee on Telecommunications and Finance and served as legislative director and counsel to Rep. Mickey Leland (D-Texas). Prior to his service on Capitol Hill, Irving was associated with the Washington, D.C. law firm of Hogan and Hartson. Irving is a principal with Cosine Advertising, a co-chair of the Internet Innovation Alliance and a senior advisor to European Union Integrated Strategies, LLC. He currently serves on the boards of Covad Communications, Worldgate Communications, Aequus Technologies and the Reliability First Corporation. He also serves on the boards or as an advisor for a number of non-profit and educational institutions.
